Opti UPS created a device which I recommend for home use. It is a charger that uses Solar Energy to charge batteries or power up devices.
It does have a Lithium Io Battery so you can use it when there is no light. It has a built in light that can be used as a flashlight.
You can use it to charge your Cellular phone, CD player, MP3 Player, etc. It seems unable to recharge USB based devices because, its current it rated under 250 MA. Which is good enough for charging batteries.
